Science and Disaster Response: Tools to Predict, Prevent, Prepare and Recover

Recent experiences with natural and human-caused disasters here and elsewhere in the world remind us that extreme weather events and disasters can exceed our control and the affected communities’ ability to recover on their own.

Some of these devastating effects on communities are the result of human decisions—for instance, land use and building codes, engineering of critical infrastructure, and many other social decisions and actions. Resilience to disasters is built at the community level. No community is immune to disasters, and no community is an island unto itself. The emerging role of critical infrastructure, just-in-time manufacturing, and the globalization of the economy means that all individuals and communities are interdependent. In the United States, the public sector represents just ten percent of the workforce. The other ninety percent resides in the private sector—ranging from small, individually owned businesses to national and global enterprises—and in a range of nongovernmental bodies and faith-based organizations. Building Community Disaster Resilience through Private-Public Collaboration develops a conceptual model for private–public collaboration and presents a series of guidelines intended for those who wish to create an environment supportive of community-level disaster resilience.

Predicting these catastrophes better is another way to mitigate the overwhelming devastation to communities. Understanding the Changing Planet: Strategic Directions for the Geographical Sciences looks at ways that the geographical sciences can best contribute to science and society in the next decade through research initiatives aimed at advancing understanding of major issues facing Earth in the early 21st century. Research on shifts in climate, soil erosion, habitat loss, and water degradation and understanding the human role in these changes is vital to foreseeing the magnitude and timing of future disaster events.

These books and others on the subject of disaster preparation and response, scientific research, and application of technologies can guide policy makers and inform the public.

Commercial Mobile Alert System: The Future of Emergency Warning Notification

In emergency situations it is critical to obtain accurate information quickly. As our technology has evolved, so have our abilities to communicate. In the 1950’s, the state of Kansas instituted a basic tornado alert system of fire station sirens to warn residents of small towns to take shelter, saving many lives. Recent emergency communication capabilities, especially in severe weather situations, have improved our access to the most current information. We are now able to track weather conditions on TV, the internet, and through text alerts on mobile devices. The Commercial Mobile Alert System (CMAS) will take warning systems to the next level by sending emergency alerts to mobile devices such as cell phones and pagers. Scheduled to become available in 2012, CMAS will send 3 types of alerts:

  • Presidential alerts: This is any alert message issued by the President for local, regional, or national emergencies, and is the highest priority alert
  • Imminent threat alerts: These are notifications of emergency conditions, such as hurricanes or tornadoes, where there is an immediate threat to life or property and action should be taken
  • Child abduction emergency/AMBER alerts: These are alerts related to missing or endangered children due to an abduction or runaway situation

Public Response to Alerts and Warnings on Mobile Devices: Summary of a Workshop Report on Current Knowledge and Research Gaps discusses the extensive body of knowledge regarding alerts and warnings and the public response and action before, during, and after emergency situations. Additionally, this book considers the many questions that arise when considering how to apply this knowledge to CMAS and more generally to the use of mobile and other new information and communications technologies for alerts and warnings.

Improving Disaster Management: The Role of IT in Mitigation, Preparedness, Response, and Recovery identifies promising applications of information and communication technology (IT) to disaster management, potential areas of research for improving the effectiveness of IT, and mechanisms that would enhance research, development, and deployment efforts. This book is intended to inform federal, state, and local policy makers and public safety and emergency management professionals about future opportunities for the application of IT to disaster management.

The Ripple Effect of the Oil Spill: Prevention, Human Health, and More

Tuesday the presidential panel investigating the Gulf of Mexico oil spill released its final report, analyzing problems that led to the incident and making recommendations for new regulations to prevent a similar disaster. The National Research Council, National Academy of Engineering, and the Institute of Medicine have produced a number of reports that discuss causes of the oil spill and its effects on human health.

Interim Report on Causes of the Deepwater Horizon Oil Rig Blowout and Ways to Prevent Such Events examines the probable causes of the Deepwater Horizon explosion, fire, and oil spill and identifies measures for preventing similar harm in the future. The book addresses the performance of technologies and practices involved in the probable causes of the Macondo well blowout and explosion on the Deepwater Horizon. It also explores industry best practices and standards, and identifies and recommends available technologies and measures that can ensure a higher level of safety in deepwater exploratory drilling and well completion.

Assessing the Effects of the Gulf of Mexico Oil Spill on Human Health: A Summary of the June 2010 Workshop identifies populations at increased risks for adverse health effects and explores effective communication strategies to convey health information to these populations. The book also discusses the need for appropriate surveillance systems to monitor the spill’s potential short- and long-term health effects on communities and individuals.

These books and others that focus on the disaster and environmental valuation in general serve as a resource to guide policy and decision making.

Research at the Intersection of the Physical and Life Sciences (final)

Traditionally, the natural sciences have been divided into two branches: the biological sciences and the physical sciences. Today, an increasing number of scientists are addressing problems lying at the intersection of the two. These problems are most often biological in nature, but examining them through the lens of the physical sciences can yield exciting results and opportunities. For example, one area producing effective cross-discipline research opportunities centers on the dynamics of systems. Equilibrium, multistability, and stochastic behavior–concepts familiar to physicists and chemists–are now being used to tackle issues associated with living systems such as adaptation, feedback, and emergent behavior.

Research at the Intersection of the Physical and Life Sciences discusses how some of the most important scientific and societal challenges can be addressed, at least in part, by collaborative research that lies at the intersection of traditional disciplines, including biology, chemistry, and physics. This book describes how some of the mysteries of the biological world are being addressed using tools and techniques developed in the physical sciences, and identifies five areas of potentially transformative research. Work in these areas would have significant impact in both research and society at large by expanding our understanding of the physical world and by revealing new opportunities for advancing public health, technology, and stewardship of the environment.

This book recommends several ways to accelerate such cross-discipline research. Many of these recommendations are directed toward those administering the faculties and resources of our great research institutions–and the stewards of our research funders, making this book an excellent resource for academic and research institutions, scientists, universities, and federal and private funding agencies.
